Tutoring occurs at 9 locations - 5 public schools, 2 community service centers, 2 private schools. The students who are tutored are in grades K-8. Initially, over 500 work-study students expressed an interest in America Reads (AR) by responding to a postcard mailing. Of those, 125 have been hired through an application process conducted by the AR coordinator and the sites. Of the initial students who were hired, only 5 have terminated due to scheduling conflicts. Placement of tutors is determined through collaberation of the AR coordinator and the site. Tutors are required to take public transportation to the sites. They work a maximum of 5 hours/week either during school hours in the classroom or in after school programs. They receive a brief on-campus training prior to reporting to the site where there is on-site training. Tutors and supervisors are required to complete evaluations which are used to make program improvements and for retention purposes. There are plans to implement the program during the summer months for work-study eligible students.

The America Reads Challenge Project at Southern Illinois University at Carbondale is presently open only to those students with majors in areas within the Teacher Education Program who carry at least a 2.5 GPA. An additional requirement of tutors is that they be committed enthusiastically to working with the children throughout the semester (preferably for the entire year). Background checks on all potential tutors, as well as interviews with the Project Coordinator and her assistant, were required as part of the screening process. Presentations were made by the Project Coordinator to the elementary teachers in the local school district; follow-up conferences with those teachers and classroom observations have also been implemented.
The America Reads Challenge Project at SIUC operates within four local Carbondale schools. Employed students tutor first grade through fifth grade students during the school day. A mix of tutoring styles and formats is utilized; at various times, depending on the needs of the classroom teacher, tutors may work one-on-one or in small groups, either within or outside the classroom confines. Tutors spend from 8 to 24 hours per week at a school site working with children in this program. Some of the tutors also work with children during two hours per week of an after-school program. Tutors will be engaged with children during the school district's summer school program. The programmatic coordination of the America Reads Challenge Project on this campus is under the direction of a member of the Reading and Language Studies faculty in the Department of Curriculum and Instruction. The time and effort spent in this regard is in addition to her regular faculty assignment. Assisting with the project is a graduate assistant whose time with the project is voluntary.

The joint effort of the Office of Student Financial Aid, the College of Education, and the Champaign-Urbana school ditricts has developed into a partnership that serves the whole community in a positive way. After each semester, teachers are reporting gains in reading and writing skills of
elementary school participants. In some instances, tutors are able to communicate in the first language of immigrant children while they are learning to read and write in English. The common language can also help remove other barriers to effective learning. UIUC students will provide 30,000-40,000 hours of tutorial service to students in 16 Urbana and Champaign elementary schools.
