The Oregon Department of Education proposes to conduct a three-year statewide project to accomplish three objectives. The first is to develop State Content Standards K-12 in English, History, Geography, Civics, Foreign Languages and the Arts. A Content Standards Development Team will be formed to: (a) develop State Content Standards for history, geography, civics, English, foreign languages and the arts based on voluntary National Standards; and (b) identify and coordinate the efforts of eight laboratory school districts which will develop and implement models of rigorous, coherent and nonrepetitive curriculum and curriculum-embedded assessments based on these standards, which will be made available for use by local schools and districts. This action research design allows the State Content Standards to be revised during the development phase with the goal of producing standards that are informed by the realities of the classroom.
The second objective of the project is to prepare guidelines for teacher education and certification based on the State Content Standards. This will be done by a team composed of teacher preparation professionals, scholars from higher education, classroom teachers and members of Oregon's teacher certification commission. Many of the members of this team will have previously worked on the Content Standards Development Team, or worked with the laboratory districts to develop models of curriculum and curriculum-embedded assessments, and will have a thorough knowledge of the standards upon which to base their work.
The third objective of the project is to design and pilot test a model professional development program and develop criteria for teacher certification. This team, composed primarily of individuals with staff development experience, will also utilize the laboratory district action research model to obtain information regarding the staff development needs of teachers attempting to develop the curriculum models and implement the State Content Standards.
